Can you try now? the issues around creating snapshots and new audiences should be resolved.
Just submitted a new snapshot let’s see.
But the option to create a new audience is still not available. Only way to create one is by starting with an existing audience.
Also gonna test the dev tools tomorrow, thanks Lyndo 
Snapshots still not successful. Latest snapshot to choose is 2 months ago so current snapshots haven’t been made.
Can you try once more and show us the snapshot name please in a screenshot?
Snapshots should be done within a few minutes of the time you selected.
